Carlos Oteyza is a Venezuelan film director and screenwriter. He is the founder of the historical documentary collection Cine Archivo and has directed some of its films. He is considered one of the most experienced and acclaimed Venezuelan filmmakers, as evidenced by three of his latest documentary films: Tiempos de Dictadura, Tiempos de Marcos Pérez Jiménez, CAP 2 INTENTOS, and I Am the People: Venezuela Under Populism (El Pueblo Soy Yo: Venezuela en Populismo, 2018)—a trilogy that has become emblematic for understanding contemporary Venezuela and has been well received by both audiences and international festivals. It was produced by Mexican intellectual Enrique Krauze.

Oteyza began his career with the short fiction film Siete Notas in 1971 but has dedicated most of his work to documentary filmmaking. He has collaborated on several screenplays with renowned Venezuelan writers such as Salvador Garmendia and José Ignacio Cabrujas.

He is president of Cine Archivo B.F., founded in 1979 with the mission of preserving one of Venezuela’s main film collections. This archive includes the productions of Bolívar Films, which began in 1943, and Cinesa, which started in 1958. It spans nearly a century of newsreels, documentaries, feature films, short films, and commercials that stand as irreplaceable records of both major events and everyday aspects of Venezuela’s history.

He is also an executive at Cinesa and Bolívar Films, two of the longest-standing audiovisual production companies in the country.
